By 1931, FDA had acted against explicit health claims such as those for PEP, so that ready-to-eat cereals such as Shredded Wheat had, instead, begun to make vague references to “freedom from digestive disorders.” Parents were particularly concerned about food safety during the summer when periodic outbreaks of polio, caused by an intestinal virus, threatened the health of many children.
